LaTeX question

OK, here's a <a href="http://www.scotlandsoftware.com/ftp/latex/sample.tex.txt">really basic LaTeX document</a>. 
My understanding is that a blank line in a tex file corresponds to a new paragraph, whereas when I convert that document to 
<a href="http://www.scotlandsoftware.com/ftp/latex/sample.pdf">a PDF</a>, the result is more like a newline - there's no 
vertical space between the two paragraphs.



If I append \\ to the end of the first paragraph, I get the "Underfull \hbox (badness 10000)" error, 
which is annoying. How do I get my new paragraph as desired, without any latex errors?
